    debtedness on urban real estate in the United States more than trebled; this debt per capita more than doubled; the ratio of this debt of real estate values more than trebled; and the ratio of the annual charges on this debt to the national income more than doubled.1 The burden of the debt was, of course, increased by the decline in income and property values during the depression. By 1932 the number of fore-closures in urban areas, which had risen steadily even during the years of prosperity, had mounted to nearly four times the 1926 level.2 New lending had practically ceased. Such demand for loans as existed arose almost entirely from the necessity of refinancing existing obligations, and lending institutions, pressed for liquidity, were unable to meet even this demand. These developments focused attention on certain basic defects which had long existed in this portion of the credit system. The most important of these defects may be listed as follows:3 (i) the instability of real estate values, resulting from population movements and enhanced by the flow of speculative funds into and out of the real estate market, which has caused lenders to restrict their first mortgage loans to rather low percentages of appraised property values; (2) the unsatisfactory, costly, and frequently illegal system of second and third mortgages, resulting from the fact that many families attempting home ownership have not been able to provide from their own funds the difference between the amount o

    Consumer Acceptance of Genetically Modified Foods: Traits, Labels and Diverse Information

    New experimental economic methods are described and used to assess consumers'�willingness to pay for food products that might be made from new transgenic and intragenic�genetically modified (GM) traits. Participants in auctions are randomly chosen adult consumers�in major US metropolitan areas and not college students. Food labels are kept simple and focus�on key attributes of experimental goods. Diverse private information from the agricultural�biotech industry (largely Monsanto and Syngenta), environmental groups (largely Greenpeace�and Friends of the Earth) and independent third-party information is used to construct the�information treatments. Food labels and information treatments are randomized, which is a�deviation from traditional lab methods. Auctions are best described as sealed bid random n-th�price and not the standard Vickery 2nd price auctions. I show that participants in these�experiments respond to both food labels and information treatments, but no single type of�information is dominant�

    Anisotropic magnetostriction measurements of R6Fe23, R = (Tb, Dy, Ho, and Er) were carried out from 77 K to room temperature. Magnetic fields up to 2.1 Tesla were applied. All the compounds exhibited large magnetostrictions at 77 K, the largest effect being obtained for Tb6Fe23. Saturation magnetostriction values for the compounds were also determined for 77 K and room temperature. Results of the temperature dependence of magnetostriction for Er6Fe23 are in good agreement with Callen and Callen's single ion theory. Therefore, the main sources of magnetostriction in this compound is the Er ion. The spin-up and spin-down electronic energy bands, the density of states and the magnetic moments of YCo5, SmCo5, and GdCo5 were calculated by the spin polarized augmented plane wave technique. The calculations obtained show the origin of the moment, provide good estimates of its magnitude and variation, and the reasons for those variations. They also show the important role of partial charge transfer and of d-d electronic coupling. Calculations for LaNi5 and GdNi5 systems are discussed

    On the Theory and Practise of Fiscal Decentralization

    The traditional theory of public finance has made a strong case for a major role for fiscal decentralization. This case is based on an improved allocation of resources in the public sector. And it has four basic elements. First, regional or local governments are in a position to adapt outputs of public services to the preferences and particular circumstances of their constituencies, as compared to a central solution which presumes that one size fits all. Second, in a setting of mobile households, individuals can seek out jurisdictions that provide outputs well suited to their tastes, thereby increasing the potential gains from the decentralized provision of public services (Tiebout 1956). Third, in contrast to the monopolist position of the central government, decentralized levels of government face competition from their neighbors; such competition constrains budgetary growth and provides pressures for the efficient provision of public services. And fourth, decentralization may encourage experimentation and innovation as individual jurisdictions are free to adopt new approaches to public policy; in this way, decentralization can provide a valuable Alaboratory for fiscal experiments. However, this basic economic rationale for decentralization of the public sector is not quite so simple and compelling as it appears. Some of the more recent literature provides, first, a thoughtful and provocative critique of the traditional view of fiscal decentralization, and, second, some new approaches that reveal its dark side, especially in practice. There is emerging, in short, a broader perspective on fiscal decentralization that raises some serious questions about its capacity to provide an unambiguously positive contribution to an improved performance of the public sector. My purpose in this paper is twofold. First, I want to review the basic theory of fiscal decentralization. There are some loose ends to the traditional argument that open up some intriguing issues. Second, I want to turn to some of new literature on fiscal discipline in multilevel government. This literature has focused attention on some basic and destructive forces that can undermine the economic performance of a relatively decentralized public sector. I find it helpful to begin by revisiting a Decentralization Theorem that I formulated long ago.
